It used to frustrate me, but now it has become routine.
Today, the same student walked in and I immediately noticed that he was in correct uniform. He told me that he remembered walking in that I was going to tell him to fix his uniform and he did. He thanked me for noticing and gave me a thumbs up before sitting down.
That's a very small victory for both of us, but for me the significance is that clear, consistent expectations and discipline can have an impact. The culture of my classroom includes correct uniform and he has chosen to act accordingly because I care enough to enforce it.
